Jeff van Duynhoven is a senior associate at North Galt. Jeff is also a senior executive, advisor, and expert witness specializing in payments, financial services, and fintech. He currently serves as an External Consultant to the Bank of Canada, assisting with Retail Payment Activities Act (RPAA) registration and related regulatory initiatives. Previous engagements as an independent consultant include advising the Payments Canada’s CEO & executive leadership team and being the Executive Director of Payments Modernization at Payments Canada, supporting payment system modernization efforts, including efforts to introduce a Real-Time Payments Rail for Canada, ISO 20022 introduction, and strategic initiatives. Jeff also advised the Department of Finance and Deputy Minister on key payments related files in a separate engagement. Jeff’s corporate career spans decades of leadership in Canada’s payment ecosystem. Jeff held the position of President at TD Merchant Services and Head, North American Merchant Services for TD for over 8 years, managing one of Canada’s largest merchant acquiring businesses and providing comprehensive credit and debit card processing services to hundreds of thousands of merchants across the country. Under his leadership, TD Merchant Services served as a trusted partner to Canadian businesses, with more than 85 percent of merchant clients also being TD Canada Trust customers. Jeff’s expertise encompasses merchant acquiring, card payments, online banking, cash and treasury management, and business banking, with additional focus areas including achieving profitable growth, enhancing client experience, driving operational simplification, strategy development, and optimizing multi-channel distribution. He has appeared before Parliamentary committees on numerous occasions, providing expert testimony on payment card systems, interchange rates, merchant fees, and the regulatory framework governing Canada’s payment industry. His testimony has been influential in shaping payment policy and regulation in Canada. Jeff served on Finance Canada’s FinPay advisory forum, which brings together public and private sector representatives to discuss industry-level developments and advise the government on public policy aspects of payment issues including competition, innovation, safety, and consumer protection. Jeff’s career also includes roles on Payments Canada’s Board of Directors and Stakeholder Advisory Council, where he contributed to the governance and strategic direction of Canada’s payment clearing and settlement systems. Jeff has also been a Board Director for Interac and several other fintechs (CertaPay & Dexit). Jeff was also a previous member of VISA Canada’s Advisory Committee; VISA’s US Acquirer Forum and Discover Card’s North American Acquirer Forum. He brings extensive experience in payment operations, technology implementation, and regulatory compliance, having navigated the evolution of Canada’s payment landscape through significant technological and regulatory changes including the introduction of new payment networks and the modernization of payment infrastructure. Jeff’s work reflects a commitment to strengthening Canada’s payment ecosystem, advancing innovation while maintaining the safety and efficiency of payment systems, and ensuring that payment services meet the needs of businesses, consumers, and financial institutions across the country.
